Carter and Kaye Engineering, LLC served as the lead master planner, landscape architect, surveyor, mechanical and architectural services representative for a $30 million Phase II of the Chain of Lakes Park Master Plan, providing comprehensive civil engineering services for the development of a tournament-level ball field complex within the City of Winter Haven’s Chain of Lakes Park. Phase II improvements included the design and integration of four collegiate baseball fields and one multipurpose field, supported by Musco LED sports lighting utilizing standard tall poles with advanced spill control to minimize off-site impacts. Civil engineering services included athletic field grading and drainage design, site circulation, and infrastructure coordination to support competitive play standards and large-scale tournament operations. The project incorporated perimeter fencing systems with controlled pedestrian and vehicle access and field gates to support safe and efficient site operations. Stormwater management was a critical component of the design and was addressed through a deep permanent pool stormwater system configured to significantly reduce pollutant loading to Lake Lulu while maintaining compliance with applicable City and state stormwater criteria. The Phase II improvements expanded the park’s capacity to host regional and multi-day sporting events while reinforcing Chain of Lakes Park’s role as a premier recreational destination and protecting adjacent surface waters.
