Intermodal Logistics Park Florida Railroad Spur Extension – Owner Representative Construction Administration

CarterKaye provided Owner construction administration representation for the construction of a new industrial railroad spur within the City of Winter Haven's Intermodal Logistics Park. The project included construction of new industrial lead, spur, setoff, and wye tracks; railroad turnouts; ballast and subballast sections; geotechnical improvements; drainage infrastructure; roadway and channel crossings; utility coordination; and associated site improvements constructed in accordance with the project plans and applicable railroad standards.

Petersen Industries Expansion

Petersen Industries Expansion, Lake Wales, Florida – Provided civil engineering, site development, permitting, and infrastructure design services for the expansion of Petersen Industries' manufacturing operations located on approximately 71.4 acres along State Road 60 West in Lake Wales, Florida. Petersen Industries is a recognized manufacturer of specialized industrial equipment and heavy-duty material handling systems serving municipal, industrial, and commercial markets throughout the United States.

Holiday Inn Express

Provided civil engineering, permitting, and site development services for the Holiday Inn Express Lake Wales North – Winter Haven located along the U.S. Highway 27 corridor in Lake Wales, Florida. The project consisted of a multi-story hospitality development containing approximately 82 guest rooms and associated parking, utility, access, and stormwater infrastructure improvements. The hotel was strategically located to serve the growing tourism and business markets associated with LEGOLAND Florida Resort, Bok Tower Gardens, and the greater Winter Haven

Staybridge Suites Hotels

Provided civil engineering and environmental engineering, permitting, and site development services for a new hospitality development located at the northeast corner of 6th Street NW and Avenue N NW in Winter Haven, Florida. The project consists of a four-story hotel containing approximately 74,000 square feet and 127 guest rooms situated on approximately 3.89 acres within the C-3 zoning district

Best Western Hotels

Provided civil and environmental engineering, surveying, site development, permitting, and construction support services for a new four-story hotel development consisting of approximately 60,000 square feet and 98 guest rooms on a 3.24-acre site in Lake Wales Florida.

Love Bird Winter Haven Restaurant Redevelopment

Provided civil engineering and site development services for a restaurant redevelopment project located within the Urban Core / Primary Activity Center of downtown Winter Haven, Florida. The project involved the redevelopment and enhancement of an existing commercial site on approximately 0.5 acres to accommodate a new 2,195-square-foot restaurant facility with indoor and outdoor dining areas.

Polyglass Expansion

Polyglass Manufacturing Facility Expansion, Winter Haven, FL – Provided civil and environmental engineering services for the expansion of the Polyglass manufacturing and distribution campus located within the City of Winter Haven. Polyglass is a leading manufacturer of roofing and waterproofing products serving regional and national markets through its network of manufacturing facilities and distribution operations. The Winter Haven facility serves as a major production, warehousing, logistics, and support center for the company's operations.

Lake Silver Shoreline Stabilization

Lake Silver Shoreline Protection, Winter Haven, FL – Provided civil, environmental, and waterfront engineering services for the stabilization and protection of approximately 460 linear feet of shoreline along Lake Silver.

Lighthouse for the Blind – Education & Training Facility

Lighthouse for the Blind – Education & Training Facility - Responsible for the civil site engineering, permitting, construction observation, and certification services for the new Lighthouse for the Blind facility located along Avenue D in Winter Haven

RainDance Multifamily Residential Development

Provided civil engineering and site development services for the RainDance Apartments project, a six-story, 105-unit multifamily residential community located on approximately 2.4 acres at the southwest corner of Avenue C SW and 2nd Street SW in downtown Winter Haven.

Lake Howard Nature Park Phase II Regional Floodplain Evaluation

Regional flood study and recreational improvements. This project involves the planning, design, and implementation of stormwater management and recreational improvements associated with the South Lake Howard Nature Park Expansion in Winter Haven, Florida. The effort focuses on enhancing water quality within Lake Howard while expanding and improving public park infrastructure across existing and newly acquired parcels.

Bok Tower Gardens Expansion

Bok Tower Gardens (a National Historic Landmark originally designed by Frederick Law Olmstead Jr.) conducted its largest expansion in 90 years over a 40+/- acres area. The EOR’s engineering work included the Childrens’ Garden, Wild Garden, Outdoor Kitchen, Oval Lawn, Visitors Center Entrance, 8000 ft of ADA Accessible Paths, Manmade Lake and Artificial Wetland. The EOR coordinated the surveying, geotechnical and environmental evaluations, and construction administration work.

The Breeze Multifamily Residential Development

Provided civil engineering and site development services for The Breeze Apartments, a six-story, 102-unit multifamily residential development on approximately 3.17 acres located within Winter Haven's Primary Activity Center.

FDOT 10th Street Improvements

The project included surveying, preliminary design, final design, drainage evaluation and design, environmental permitting, utility coordination, evaluation, identification, and negotiation of right of way donations and easements, and Community Development Grant Block (CDGB) assistance.

Shoppes on the Ridge – Phase II

Shoppes on the Ridge Phase II, Lake Wales, Florida – Provided civil engineering, site development, permitting, stormwater management, utility design, and construction phase services for Shoppes on the Ridge Phase II, a Kohl's-anchored mixed-use commercial development located along U.S. Highway 27 (State Road 25) in Lake Wales, Florida. The project consisted of approximately 25 acres of commercial development containing approximately 120,000 square feet of retail, restaurant, and commercial space designed to support continued economic growth within one of the area's primary commercial corridors.

Bellerive Single Family Estate Homes – Grasslands

Bellerive at Grasslands – Provided civil and environmental engineering services for an upscale residential neighborhood within the Grasslands Golf & Country Club master-planned community. The project included the planning and design of residential lots, internal roadways, potable water distribution, sanitary sewer collection, stormwater management facilities, grading, utility coordination, and environmental permitting support.

Discovery Academy High School Evenhouse Road

This work included, but was not limited to, surveying, comprehensive plan adjustment, civil site engineering infrastructure, collector road improvements and turn lanes.

City of Winter Haven Compactor

The City of Winter Haven Downtown Compactor supports efficient solid waste collection within the downtown area while minimizing operational impacts to surrounding streets and businesses. CarterKaye provided civil engineering design and permitting services for the onsite infrastructure supporting the facility, including utilities and stormwater management improvements integrated within a constrained urban setting.

Winter Haven Transit Facility

The City of Winter Haven Transit Facility project involved civil and environmental engineering services associated with the development and support of public transportation infrastructure within the rapidly growing Central Florida region. Located in Winter Haven, the facility supports regional transit operations and connectivity throughout Polk County and serves as part of the broader public transportation network operated in coordination with Citrus Connection and Winter Haven Area Transit services.

Chain of Lakes Phase II Ball Field Improvements

Served to lead a team of planners, landscape architects, surveyors, engineers and and architects for a $30 million Phase II of the Chain of Lakes Park Master Plan, providing comprehensive civil engineering services for the development of a tournament-level ball field complex within the City of Winter Haven’s Chain of Lakes Park.

Saddle Creek Distribution

Approximately 47.4 acres, Carter and Kaye Engineering, LLC provided master planning, civil and environmental engineering site development services for the Saddle Creek Logistics Facility, a large-scale warehouse and distribution development located on an approximately 47.4-acre site in Lakeland, Florida.

Recreational and Cultural Center

The Winter Haven Recreational & Cultural Center (WHRCC) is being transformed into a modern, state-of-the-art community hub serving Winter Haven’s northeast community. The new facility is designed to expand recreation, wellness, and gathering opportunities with a double gymnasium, fitness areas, and flexible community space—along with outdoor amenities such as a pool and splash pad, playground, sports courts, and upgraded site features to support year-round programming for residents of all ages.

Publix Supermarkets Imperial Lakes Plaza

Managed the surveying, engineering and permitting services for this 44M Publix Prototype and mixed-use commercial site on 14+/- acres. This site serves more than 15 commercial business, including the Publix center, with more than 75,000 square feet of mixed commercial space including food establishments, GNC, insurance and other boutique shop bays.

Ritchie Bros Auctioneers

This project included engineering and permitting for an 80-acre heavy equipment display area, an expansion to a refurbish building, a new check-in building, onsite auction building expansion and additional west lot parking area.

Polk County Tourism and Sports Marketing Center

Responsible for the civil site engineering, permitting, construction observation and certification services for the 17,000-sq. ft. Tourism and Sports Marketing Complex on eight acres at the Lake Myrtle Park Sports Complex.

Stormwater Management

One of the main objectives for this study was to better understand the existing level of service (LOS) of the local surface water systems (e.g. conveyance and collection, collector roads). This analysis included the creation of subroutines, which automated the creation of an advanced digital terrain model using digitized aerial photogrammetry to create feature lines, break lines, and additional discretization of the topography.

Martin Luther King Jr. Park Improvements

This project is located on the shore of Lake Silver in Winter Haven Florida. This project is 3 acres in size and is an extension of the amphitheater and skatepark improvements designed by Kriss Kaye.

WaterRidge

Retained by R.A. Florida Development to perform surveying, land planning (zoning and land use changes), civil engineering design, and permitting services for a large 385-lot single family residential development located in the central area of Polk County, Florida.

Haines City Hall and Library

Responsible for the site civil design and permitting of a new 44,000 sq. ft. of City Hall and Library Complex in downtown Haines City. The civil portion of the project also included the evaluation and reconstruction of two adjacent streets and the relocation of a 10-inch potable water main along 7th Street as a part of the streetscaping revisions. Obtained approvals from the Florida Department of Environmental Protection and the Polk County Health Department.

Sertoma Park

This engineering work included the design of a new sanitary sewer collection and transmission/lift station, field grading to athletic standards and a new potable water and irrigation system service lines. This project was designed and permitted via the City of Winter Haven, and Southwest Florida Water Management District.

City of Winter Haven Amphitheater

1.5+/-acre recreational improvement area consisting of a revitalized amphitheater and new skatepark. The amphitheater improvements include a 6500 sq. ft grass seating area, walks, ADA access and a new truck/boat trailer parking area. The new skatepark area is 0.5+/- acres in size with approximately 7,000 sq. ft of rideable surface including sidewalks, flow bowl and street park area. Engineering assistance included project management, permitting and design of the entire project, e.g. access to Lake Silver Drive, parking, grading and drainage, stormwater management, landscaping and erosion control.

City of Winter Haven Skate Park

This project is located on the shore of Lake Silver in Winter Haven and is a passive 3+/- acre recreational imp The skate park is on approximately 1 acre in size and was designed with a parking lot for boat trailers and visitors with accessible access to the skatepark and amphitheater.

City of Winter Haven Lake Maude Park

26-acre recreational improvement project included game fields, concession, restrooms, fields/facilities for local football practice and games, picnic areas, and a trail system that interconnects with the adjacent Lake Maude Nature Park Trail. To confirm the community’s desires and determine what additional facilities should be incorporated, a publicly vetted programming and master planning process was conducted. Engineering assistance included permitting and various designs, i.e. layouts, lighting, entrances, parking, potable water distribution, sanitary sewer collection and transmission/lift station, site stormwater management, irrigation, landscaping and erosion control.

City of Winter Haven Fire Station No. 1

The new 21,000 SF state-of-the-art facility is the City’s first “green” structure as a Silver Level Leadership in Energy and Environmental Design (LEED) certified building. (LEED Silver Certified). This project scope consisted of designing and permitting for the construction of the Fire Station No. 1 facility, which included a new vehicle maintenance facility, fire administration building, and fire station apparatus bays.

Winter Haven Hospital Swann Building Expansion and Garage

The Winter Haven Hospital Swann Building Expansion enhances the hospital’s campus to support expanded healthcare services and long-term operational needs. Carter & Kaye Engineering, LLC (CarterKaye) provided civil engineering design and permitting for onsite infrastructure improvements, including utilities and stormwater management systems coordinated within an active medical campus environment.

Winter Lake Apartments

Winter Lake Apartments has two story multi-family residential buildings located near Recker Highway and Avenue O SW in Winter Haven Florida.

Grasslands Turnberry

Turnberry at Grasslands is a residential development located within the Grasslands community in Lakeland, Florida. Carter and Kaye Engineering, LLC provided civil engineering design and permitting services for onsite infrastructure, including potable water, sanitary sewer, and stormwater management systems, supporting a coordinated and sustainable residential development.

Polk County Medulla Fire Station

State of the Art 6,400 sq. ft. fire station with offices and apparatus bays on approximately 18 acres. The facility was designed to operate 24/7 with eight onsite employees.

Bond Medical Facility, Winter Haven, FL

Six/Ten Corporation, Inc. - Bond Medical Facility, Winter Haven, FL A 36,000 sq. ft. multi-story State of the Art medical office building in downtown Winter Haven, FL

Downtown Winter Haven Parking Facility

267-parking stall, 3-story parking facility at 3rd Street NW and Avenue A NW in Winter Haven Florida was revised to include a subsurface drainage facility to allow for a new garbage compaction facility.

Adams Barn Road Collector Road Improvements

Responsible for the construction inspection, design, permitting, bidding effort and punch list tasks, for the relocation of a one-mile of urban collector road, Adams Barn Road, which included two roundabouts a boulevard section, curbs and gutter, swales, ditch blocks, erosion and sedimentation control.
