The Winter Haven Recreational & Cultural Center (WHRCC) is being transformed into a modern, state-of-the-art community hub serving Winter Haven’s northeast community. The new facility is designed to expand recreation, wellness, and gathering opportunities with a double gymnasium, fitness areas, and flexible community space along with outdoor amenities such as a pool and splash pad, playground, sports courts, and upgraded site features to support year-round programming for residents of all ages.

Located at 801 Martin Luther King Blvd NE, the Winter Haven Recreational & Cultural Center (WHRCC) has long been a cornerstone for youth programs, athletics, and community activities in Winter Haven’s northeast community. Today, WHRCC is undergoing a major transformation to deliver a next-generation facility that expands both indoor and outdoor amenities and strengthens access to recreation, learning, and community services.

Planned features for the new center include a double gymnasium, fitness center, and multi-purpose community gathering space, supported by a library/technology and business support area and a kitchen suitable for events and programming. Outdoors, the improvements are designed to create an inviting campus environment with a new swimming pool, splash pad, playground, outdoor sports court, pavilions, and greenspace, complemented by upgraded site elements such as hardscape, furnishings, and landscape features (including items like rain-garden concepts and improved pool-deck areas).

Carter and Kaye Engineering, LLC (CarterKaye) provided the design and permitting of all onsite civil infrastructure for the Winter Haven Recreational & Cultural Center. Our services included potable water and sanitary sewer systems, stormwater management, and integrated rain-garden features designed to reduce nutrient loading and protect downstream natural receiving waters, supporting the City of Winter Haven’s vision for a resilient, community-focused facility.

Together, these upgrades position WHRCC as a flexible, high-impact community destination—supporting after-school programming, wellness and athletics, family activities, and neighborhood events in a facility built for long-term service.
