Carter and Kaye Engineering, LLC (CarterKaye) provided civil engineering, roadway, drainage, utility coordination, permitting, and construction-phase services for the Motor Pool Road Improvements project for the City of Winter Haven. The design required coordination of roadway, pedestrian, drainage, utility, and lighting improvements within an established municipal corridor while maintaining access and accommodating existing infrastructure. Stormwater improvements included modifications to the existing drainage system and incorporation of landscaped rain gardens to provide stormwater treatment and enhance the corridor. Utility improvements included an approximately 18-inch reclaimed-water main, requiring coordination of utility alignments, existing infrastructure, roadway improvements, drainage facilities, and construction sequencing to identify conflicts and improve constructability. CarterKaye provided multidisciplinary coordination throughout design and construction, including coordination with the City, contractor, utility providers, and specialty disciplines. The project demonstrates CarterKaye’s recent municipal experience with roadway design, stormwater management, reclaimed-water infrastructure, pedestrian and multimodal improvements, lighting, signing and pavement marking, MOT, utility coordination, permitting, constructability, and construction-phase services.
