The Breeze Apartments – Winter Haven, Florida

The Breeze Apartments is a thoughtfully planned multifamily residential community located at the northeast corner of Avenue E SW and 3rd Street SW in Winter Haven. The project brings 102 apartment units to a 3.17-acre site, creating a compact, walkable living environment within the City’s Primary Activity Center.
Carter & Kaye Engineering provided civil engineering and site development services, helping shape the layout and functionality of the site from the ground up. The goal was to make the most of the available space while ensuring the project feels comfortable, accessible, and well-integrated into the surrounding area.
The design focuses on efficient circulation throughout the property, with clearly organized drive aisles, parking areas, and pedestrian connections. Parking is accommodated on-site with over 170 spaces, including standard, on-street-style, and bicycle parking to support a variety of transportation options.
A key part of the effort involved coordinating utility services and infrastructure to support the development, including water, wastewater, and other essential services. Stormwater management was also carefully planned to handle rainfall effectively while meeting local requirements and protecting the surrounding area.
With a six-story building footprint and a design that stays within the City’s zoning framework, the project balances higher residential density with compatibility to nearby development. The result is a modern apartment community that makes efficient use of an infill site while contributing to the continued growth and revitalization of the Winter Haven urban core.
